If cotto wins the 154lb title from foreman, can we forget mayweather? pac will go for 8th title?

Cotto is an elite boxer and he beat the best welterweights in his career except Margarito and Pacquiao. They are both top ppv sellers so why not? I would like Pacquaio to fight Mayweather, but if it doesnt happen I wouldnt mind seeing Cotto vs Pacquaio fight again and I give Cotto a much better chance on winning at 154 vs Manny.
