A local school dropout is troubling....kindly suggest measures?

My sister, who is totally homely kinds is scared to even move out of the house because of this local guy who keeps on hanging around in the colony the whole day. Although he has never ped any remark but keeps on staring at her when ever he spots her and now has even started following her. we guys have recently shifted and have no muscle power either........kindly suggest the ways to confront him. Making a complaint etc. will be of no use. Who so ever reads this kindly reply of whatever u think, should be done, keeping the constraint of no backup and no muscle power, in mind.
