Why when I submit an answer are they always on a break?

I have answered two questions on R&S today and when trying to submit my answer I receive the notice that they are taking a "breather". Are my answers being blocked? Or what else can be happening? This has been going on since 7:30 this morning and now it is 6:15 P.M. Does anyone know why?
