Where does the second amendment does it say...?

You are confusing three doents. The Declaration of Independence states "that we are endowed by our Creator to certain inalienable rights and among these are life, liberty and the pursuit of happiness" not the second amendment. The second amendment in the Bill of rights speaks to the right to bear arms. The Constitution speaks to the type of government we have establish and the rights and duties of our leaders.
